OLD LYME WATER POLLUTION CONTROL COMMISSION
SPECIAL MEETING
Thursday, December 2, 2010
7:00 P.M.
The Old Lyme Water Pollution Control Commission held a Special Meeting on Thursday, December 2, 2010, at 7:00 p.m. in the second floor Conference Room of Memorial Town Hall. Those present were Tom Risom, Chairman, Dimitry Tolchinsky, George James, Mike Dickey, Mervin Roberts (arrived at 7:25 p.m.), Keith Czarnecki (arrived at 7:25 p.m.), Luisa Grogan, Aimee Eberly, and Roger Breunig. Also present was Ron Rose, Sanitarian, and John Flower, Assistant Sanitarian.
Chairman Risom called the Meeting to order at 7:05 p.m.
Chairman’s Report
Chairman Risom announced that he is stepping down after many years on the WPCA and this evening is his last meeting. He indicated that he has enjoyed his time on the Commission, but must reduce the vast number of volunteer positions to spend more time with his family. Chairman Risom noted that it is also the last meeting for Mike Dickey. Mr. Dickey indicated that his job is requiring more and more travel and he finds it difficult to attend most meetings.
Election of Officers
Chairman Risom nominated Luisa Grogan as Secretary; Mike Dickey seconded, so voted unanimously.
Chairman Risom suggested Aimee Eberly to be Chairman. Ms. Eberly declined, indicating that she could not put in the required time. It was noted that Mr. James is spread very thin with his other Commissions and Mr. Breunig spends quite a bit of time in Florida. Chairman Risom suggested that it might be good to elect Mr. Czarneck to another term as Vice Chairman to give him a little more experience as he is fairly new to the Commission.
A motion was made by Tom Risom, seconded by Mervin Roberts and voted unanimously to elect Keith Czarnecki as Vice Chairman.
A motion was made by Mervin Roberts, seconded by Luisa Grogan and voted unanimously to elect Dimitry Tolchinsky as Chairman.

2011 Meeting Schedule
A motion was made by Luisa Grogan, seconded by Mervin Roberts and voted unanimously to accept the 2011 Meeting Schedule as presented.
The Commission members acknowledged their indebtedness to Chairman Risom and Mike Dickey for their many years of service on the Water Pollution Control Authority.
The meeting adjourned at 7:38 p.m. on a motion by Luisa Grogan; seconded by Mike Dickey and voted unanimously.
